Cambodia warns Thailand its patience wearing thin over border spat ថ្ងៃ ចន្ទ, តុលា 13 2008 

Phnom Penh – A meeting between the Thai and Cambodian foreign ministers over an ongoing border dispute led to pledges for further meetings but a warning from Cambodia that its patience was finite, Cambodian Foreign Minister Hor Namhong said Monday. Hor Namhong and his Thai counterpart Sompong Amornviwat met for several hours but achieved little more than a promise of a joint border task force meeting for late October, the Cambodian side said.

However, Hor Namhong said he had warned Sompong that although Cambodia understood Thailand’s ongoing internal strife, the issue must be quickly resolved or Cambodia would abandon bilateral talks and go to a mediator such as the International Court in The Hague.

“ We asked the Thai government to solve the border dispute completely and in appropriate time. I again and again urged the Thai government not to delay,” Hor Namhong told a press conference.

Cambodia closed the border at the 11th century Preah Vihear temple in June ahead of its own national elections as anti-Thai government protesters gathered on the Thai side of the border.

Shortly after the temple was declared a Cambodian World Heritage site by UNESCO in July over Thai objections, Thai troops entered what they claim is disputed territory and Cambodia says is sovereign. The dispute later spread to two more border temples.

At least one Cambodian soldier and two Thai troops were wounded when units exchanged gunfire during a brief clash on October 3 near Preah Vihear temple and two more Thai soldiers were also seriously injured last week after stepping on a landmine near the ruins.

Talks to discuss withdrawing troops from around Preah Vihear were postponed in late August amid political turmoil in Thailand but Hor Namhong said the two sides had reached an agreement in principal to withdraw troops Monday, although nothing was signed.

Sompong, who is scheduled to pay a courtesy visit to King Norodom Sihamoni and Prime Minister Hun Sen before his return to Bangkok Monday evening declined to comment to reporters after the meeting.

Lao Troops Fire at Thai Soldiers ថ្ងៃ សៅរ៍, តុលា 11 2008 

GOLDEN TRIANGLE, Southeast Asia. The area between Laos, Thailand and Cambodia is a no man’s land often dubbed the Golden Triangle for its history of illicit arms and drug trade. According to the Phnom Penh Post, the area is also the scene of Thai troops being fired upon by Lao government soldiers.

This, as Thai and Cambodian troops are embroiled in a bitter standoff in key border zones, most notably the Preah Vihear Temple area. According to Cambodian military intelligence, Thai soldiers were walking through Lao territory Wednesday en route to Cambodia, when the Lao soldiers fired at them. No word on casualties.

An unnamed Cambodian general suggested that Lao soldiers were acting in coordination or sympathy with the Cambodian government. “Since Thai soldiers began crossing the border in July, cooperation between Cambodia and Laos to monitor developments along the border has strengthened.” he said.

As Thailand and Cambodia are moving closer to armed conflict, Bangkok is flirting with full-scale chaos, as riots continue throughout the Southeast Asian metropolis. According to BBC reporter Johnathan Head, it has reached a boiling point:

Two Thai soldiers stepped on landmines in the Cambodia border on Monday, the army said, three days after a brief exchange of fire near the disputed 900-year-old Preah Vihear temple.

The army rangers, each of whom lost a leg, were patrolling on Thai territory and stepped on the Cambodia landmines only 400 metres from where soldiers from both sides clashed on Friday, Colonel Sirichan Ngathong said.

“ We don’t know whose mines they were, but we have dispatched a mine expert to check out the area,” she said.

Bangkok and Phnom Penh have accused each other of unprovoked aggression in Friday’s contact between two border patrol units in which two Thais and one Cambodian were wounded.

It was the first clash since the two sides agreed in August to withdraw most of the 1,000 troops facing off for a month near the historic Hindu ruins that sit on the jungle-clad escarpment dividing the countries.

Their foreign ministers agreed in July to find a peaceful end to the spat, which centres on 4.6 square kilometres of scrub near the temple.

The argument started when protest groups seeking to overthrow the Thai government criticised Bangkok’s backing of Cambodia’s bid to list Preah Vihear as a UN World Heritage site.

Tensions have eased considerably since Cambodian Prime Minister Hun Sen’s victory in late July in a general election in which the temple, and nationalism, featured heavily.

Both sides have claimed Preah Vihear for decades. The International Court of Justice awarded it to Cambodia in 1962, and the ruling has rankled in Thailand ever since.

Thai soldiers are demanding Cambodia cede land in Pursat province

HIGH-LEVEL negotiations are over and the political mudslinging has shifted up a gear, with Prime Minister Hun Sen labelling Thai soldiers “ thieves” for their encroachment on the Kingdom’s territory. On the ground, the military standoff between Cambodia and Thailand is spreading, and fast.

Having flared up over the Unesco-listed Preah Vihear temple, the dispute raced through Oddar Meanchey’s Ta Moan Thom, Ta Moan Touch and Ta Krabey temples, and has now reached O’Plok Damrey in Veal Veng district, Pursat province, military officials say.

“ Thai soldiers came to see our soldiers and told them to remove the fence along the border and withdraw our troops back inside Cambodia,” said Ek Sam On, deputy commander of Military Region 5, which covers Pursat, Pailin, Battambang and Banteay Meanchey provinces.

“ Our soldiers are simply stationed along our border to protect it, we are not sure why the Thais have demanded that we withdraw from the area and remove the [10-year-old] border fence. It is an unreasonable request,” Ek Sam On added.
Oun Yong, Veal Veng district’s governor, said Tuesday that unless the Cambodian government ordered a troop withdrawal, soldiers would remain in their positions.

An RCAF commander from Military Region 5, speaking on condition of anonymity, said that more troops were being sent to the area as reinforcements for those already on this “ new front line” . Military commanders are travelling to the area to check on the situation, he said.

More meetings between Thai and Cambodian military border commanders will start today, according to Ho Bunthy, deputy commander of Border Military Unit 402.

He added he had little hope of negotiations bringing any solution, saying, “ I do not believe the Thai military commanders because … they have never kept their promises.”
Thai embassy officials refused to comment.

Thailand yesterday denied a Cambodian accusation its troops had moved closer to Ta Kwai temple, saying that was unneeded as the ruins were inside Thai territory.

Bangkok also hit back at Phnom Penh, protesting through Cambodian ambassador Ung Sean that Cambodian troops had violated Thailand’s sovereignty.

The Foreign Ministry said on its website that the temple, called Ta Krabey in Cambodia, is located in Phanom Dong Rek district of Surin province. It is 13km east of Ta Muen temple in the same district and 150km west of Preah Vihear.

The ministry’s was responding to Cambodian government spokesman Khieu Kanharith, who claimed on Monday that Thai troops had moved into the area.

Instead, the ministry said, Phnom Penh sent ” a Cambodian armed unit” into Ta Kwai on Saturday and it withdrew only after repeated calls by Thai authorities.

The ministry yesterday lodged an official protest with Cambodia.

Foreign affairs permanent secretary Virasakdi Futrakul handed the ambassador a letter saying: ” These acts constituted a violation of the sovereignty and territorial integrity of Thailand,” and urged the Cambodian government not to do it again.

The ministry reaffirmed its commitment to closely cooperate with Cambodia to end the border demarcation disputes.

Thailand protested to Cambodia on Tuesday over an intrusion of troops into the border area at the temple of Ta Kwai in Surin province.

It was the third Khmer sanctuary since July to create conflict between the two neighbours after the disputes over the Preah Vihear and Ta Muen Thom temples.

The Foreign Ministry’s permanent secretary Virasakdi Futrakul summoned Cambodia’s ambassador Ung Sean to take an aide-memoire at the ministry on Tuesday.

The memoire said some 70 Cambodian armed forces had intruded into the temple on September 6.

It was the second intrusion since some 30 Cambodian troops were seen earlier at the temple between August 3 and 6.

“ These acts constituted a violation of the sovereignty and territorial integrity of Thailand,” the memoire said.

Thailand asked Cambodia to do its utmost to avoid a recurrence of the incident in the future, it said. Ung Sean did not talk to reporters after the meeting with Virasakdi at the ministry.

The ministry’s acting spokesman Thani Thongphakdi said there was no longer a military stand off in the area since both sides had redeployed their respective armed forces elsewhere.

The withdrawal of Cambodian troops from the site and vicinity came only after repeated protests from local Thai authorities.

Cambodia’s government spokesman Khieu Kanharith said earlier that Thai troops had moved into an area close to the temple also known in Cambodian as Ta Krabey. Cambodia was preparing to appeal to a “ third international party” to intervene, he said.

Thani said the dispute could be solved bilaterally. Thailand is committed to cooperation with Cambodia within the framework of the Thai-Cambodian Joint Boundary Commission on Demarcation for Land Boundary (JBC) with a view to resolving the boundary issue in a just and peaceful manner, he said.

The issue might be discussed when Thai and Cambodian delegations meet in New York on the sidelines of the United Nations General Assembly later this month, he said.

In a separate issue, Thailand has dismissed Cambodian Prime Minister Hun Sen’s doubts over its ability to host the upcoming Asean summit due to the ongoing political crisis.

The Foreign Ministry’s acting spokesman Thani Thongphakdi said Thailand, as the chair of the group, is ready for the summit. Preparation for the Asean summit and other endeavours by Thailand are on track, he said.

“ Recent political developments in Thailand have not in any way affected the preparations which are in line with the announced timelines,” he said.

To show its commitment, the Thai Senate yesterday approved the bill on protection for the operation of the Asean, enabling Thailand to ratify the Asean charter, he said.

ដូច្នេះ​ពន្លឺ​នៃ​ការ​ចរ​ចា​រវាង​កម្ពុជា-សៀម​លែង​មើល​ឃើញ​ត​ទៅ​ទៀត​ហើយ ដោយ​សារ​តែ​វិ​បត្ដិ​នៅ​ក្នុង​ប្រទេស​សៀម មិន​ទាន់​ដោះ​ស្រាយ​ចេញ ។

US urges bilateral solution to Cambodia-Thai border dispute ថ្ងៃ អង្គារ, កញ្ញា 16 2008 

The United States advocated a bilateral solution to the ongoing border dispute between Thailand and Cambodia, US Deputy Secretary of State John Negroponte said Tuesday.

Wrapping up a three-day official visit during which he met Foreign Minister Hor Namhong and Prime Minister Hun Sen, Negroponte said the US hoped to see a peaceful end to the dispute between the two neighbors, reported dpa.

“ We think this is a dispute the differences of which should be resolved peacefully … and preferably bilaterally,” he said. “ It is important the use of force and coercion be avoided at all costs.”

Thai troops moved into territory around the 11th-century Preah Vihear temple on the Thai-Cambodian border in July, just one week after UNESCO awarded the temple World Heritage listing over Thai objections. Thailand says the territory is disputed land while Cambodia claims it as sovereign territory.

The Ta Moan temple complex, 150 kilometers to the west, was also occupied by Thai soldiers, Cambodia said, as was Ta Krabey, a third temple, earlier this month.

Thailand called those claims baseless and noted it has always had troops stationed near the two sites.

But Prime Minister Hun Sen let his anger over the spread of the dispute to Ta Krabey be known in statements to local media through his cabinet.

He ordered authorities to get their documents in order and be ready to go to the UN Security Council or other international bodies for third-party mediation, government spokesman Khieu Kanharith said Monday.
